The report that is the subject of this article is not really independent. Most of its findings come directly from talking to just the AG and his staff.

So when the report says that they found no evidence of wrong-doing, that's effectively equivalent to saying that the AG declined to self-incriminate.

Here's an analysis of the full report, that shows what I mean:

It is a serious omission in the reporting here that this isn't pointed out.
